Prior to entering academia, Kish practiced international litigation and arbitration at Cleary Gottlieb.

She has been invited to speak with audiences including the U.S. Department of State, the Council on Foreign Relations, the World Bank, the U.S. Army War College, United Nations working groups, shareholder advocacy organizations, and executive audiences across industries. Her work helps decision-makers anticipate how global legal and geopolitical developments shape corporate responsibilities, reputational risk, and long-term strategy. Carla Reyes helps organizations, policymakers, and market leaders navigate the governance challenges created by emerging technologies. Her work focuses on the legal and institutional frameworks that underpin digital assets, blockchain networks, artificial intelligence, and other forms of critical digital infrastructure. She is widely recognized for her ability to translate complex technological developments into practical governance strategies for businesses, regulators, and public institutions. Prior to entering academia, Carla practiced in the Blockchain Technology and Digital Currency group at Perkins Coie.
Carla’s expertise is regularly sought by government agencies, standard-setting bodies, and industry leaders. She currently serves on the Commodity Futures Trading Commission’s Innovation Advisory Committee, where she advises on issues at the intersection of technology, finance, and public policy. She was also appointed to the Texas Strategic Bitcoin Reserve Advisory Committee, which provides guidance on the governance, risk management, and administration of one of the nation’s most closely watched digital asset initiatives. Carla has also chaired the Texas Work Group on Blockchain Matters and contributed to major domestic and international efforts to modernize legal frameworks for emerging technologies and digital assets.
